Dr. Antoinette Mitchell, OSSE

Antoinette Mitchell-board photo_Resized.pngWith over 20 years of work experience in education, Dr. Mitchell is a passionate and visionary leader who strives to improve educational outcomes and opportunities for all learners. As the Assistant Superintendent for Postsecondary and Career Education at the Office of the State Superintendent of Education (OSSE), she oversees the strategic planning and resource allocation for the division, and leads the incubation and development of innovative and impactful initiatives. Dr. Mitchell brings diverse perspectives and experiences to the team, as she has worked as a teacher, a researcher, a dean, and an accreditation officer in various educational settings and contexts. She is committed to advancing OSSE's mission and vision of ensuring high-quality education for every student in the District of Columbia.

In her current role, she acts as the State Higher Education Officer (SHEO) for the District of Columbia and as a delegate to the Workforce Investment Council focusing on adult education. Dr. Mitchell manages a $50M budget and supervises 50 employees. Some of the projects that she has initiated or supported include accelerated learning in adult literacy, bridging the digital divide, FAFSA Completion Initiative, and Adult College Completion Network. She also developed a private/public partnership with GED Testing Services that reduced the cost of the GED exam for District residents. Dr. Mitchell leverages her skills in teaching, higher education, and teacher training to ensure quality and equity in postsecondary and career education programs and policies.
