Deborah Russell, Associate Director of Performance & Impact

Deborah Russell

Deborah Russell is the Associate Director of Performance and Impact for the District’s Workforce Investment Council. Prior to joining the DC WIC, Ms. Russell served as the Chief Operating Officer for Anne Arundel Workforce Development Corporation and was responsible for overseeing the organization’s workforce program grants, the overall operations of the organization including Human Resources.

Ms. Russell is a national and international speaker as well as executive management consultant specializing in organizational development and talent management, who has worked with Fortune 500 CEOs on developing successful talent management and retention strategies.

For over 10 years, Ms. Russell was the Director of Workforce Issues at AARP and is credited with establishing the Best Employers for Workers Over 50 Award, a national and international designation that recognizes companies for their positive policies and practices in recruiting, training, and retaining older workers.

Ms. Russell has been a subject matter expert and workforce contributor on national television programs such as CNN, CNBC, Good Morning America, the Today Show and CBS Evening News, discussing the aging of the workforce and its impact on business.

Ms. Russell holds a bachelor’s degree in political science from the University of Maryland.
