
Chandra Goodman is a dynamic workforce leader, serial entrepreneur, and advocate for transforming lives through training, skills development, and education. As the Workforce Development Manager for the DC Workforce Investment Council, Chandra leads the design, implementation, and continuous improvement of training initiatives that strengthen the District’s workforce ecosystem. Her expertise spans curriculum design, quality assurance, performance analysis, and cross-agency capacity building—skills she sharpened through more than a decade of experience across government, higher education, vocational services, and community-based workforce organizations.
Chandra’s passion for education as a pathway to economic mobility is deeply personal. She leveraged training and professional development to excel throughout her own career—from overseeing assessments and certification administration at the University of the District of Columbia, to managing complex workforce programs at the DC Department of Employment Services, where she led customer assessments, streamlined American Job Center operations, and negotiated high-impact training provider contracts.
Chandra holds a Master of Science in Educational Administration from Trinity Washington University and a Bachelor of Science in Health Promotion & Education from The Ohio State University.
Today, Chandra continues to merge her expertise in workforce development with her entrepreneurial spirit, inspiring others to use education and skills training as tools to build meaningful careers, thriving businesses, and enriching lives.
