Portia Bates, Resource Allocation Analyst

Portia Bates is the Resource Allocation Analyst at the DC Workforce Investment Council.  She provides budget formulation and budget management support to ensure the WIC has the resources needed to fulfill its mission. Portia has also served as a grants manager, a grant management specialist and is well versed in District procurement processes.  Beyond DC Government, Portia has served the educational community in various leadership roles for more than twenty years.
